the new IT system is hilarious...
the clerical officers can request for files.. the ones with the
files then get the request.. and send the files to us...
with the files in hand, our clerical officers can't "receive" the
files on the system... which means they cannot do anything else
with it.. the status of the file is "in transit" and the one who
requested the file cannot mark it as "received"..
but then, since the stupid status is "in transit" and no one else
can "receive" it.. its status is in limbo forever
